疑問：文章の構成と単語のかかり具合

（幕府は植林をも命令した）
as part of caring for forests and allowing them to grow.
（forestsをcaringすること及びthem (forests)をgrowさせることの一環として）
・them は「trees」を指すか、「forests」を指すか悩むところだが、「as part o f....... ing and ...... ing」の構造からみると「forests」を指すと考える。「grow」は「tress」とも「forests」とも馴染むことから「trees」と考えても意味は通じる。
・「ordered trees planted」は「~ordered that trees (should) be planted」の省略形と考えるべきか？ 「have, make, get」などと同じように使役動詞的に使えるのか？
